World War I service records typically have a page at the back of the record that is stamped with three stamps, each representing one of the three service medals for WWI. The annotations on the page indicate whether or not those medals were awarded. If there’s a serial number, the person was eligible for that medal, and if there’s N.E. they weren’t.

You should be able to use that page to identify which medals you need to purchase. You can get replica medals from militaria or medal dealers. You should be able to find one by searching online or looking in your local Yellow Pages under Medals.
