I apologise for the delay in responding to your post.
The National Archives holds many records relating to immigration to Australia in the twentieth century. Unfortunately, only about 20% of our collection is indexed at the item level and that is why you are most likely not having any luck finding information.
If Robert Campbell came to Australia under an assisted migration scheme (and many immigrants from the UK did), we may have his migrant selection documents. Also, if he applied to become naturalised Australians, we may have his application for naturalisation.
If you know when he arrived, we would be able to find a passenger listing from the ship he travelled on. You could conduct a search for his passage out of the UK on http://www.ancestorsonboard.com/ , which lists voyages out of the UK from 1890 to 1960. If you can find a date of departure from the UK, then we can search for the subsequent arrival in Australia.
If you would like to follow this up, a reference officer can search the collection on your behalf to see whether we hold records relating to Robert Campbell. I recommend you submit a reference inquiry for his immigration records using the form at http://reftracker.naa.gov.au/reft100.aspx?key=03ImmiRef. When completing the online form, please provide as much information as you have.
Best of luck in your search
Many thanks will be in touch
