I'm wondering whether the army might have taken a photo at some stage. Not sure whether there might be one on one of his enlistment files (with a shifting YOB as time went by!). He was arrested a few times as well. Sometimes there are files with a mug shot. I could not see one for Victoria, but maybe the archives in SA might have something for you.
I'm not sure how experienced you are, so I have added everything I could find for him (except for electoral rolls). There might be something amongst it that you did not know yet.

I had a similar thought with the army having a picture, but again no idea where i would go for that. sorry to sound daft, but how do i access/contact the SA archives and electoral rolls?

Meg, If you put his name into Record Search it will bring up the 3 records - if you click on them it will bring up a page where you an request a copy

There is a fee involved - hopefully there will be a photo of him included in his file - you can also access these files free of charge in the National Archives in Canberra

How exciting, I wasn't expecting this at all!
