I came across this reference to a paper I need for some research, however the file numbers don't lead me anywhere. Can anyone suggest what to do next?

how to I go about ordering a copy of this paper which I assume to be in these records? I have not been able to locate it at the Bodleian, the NLA or the British Library. The NAA copy could be the only surviving copy.
